PCP

Pre-Commercial Procurements (PCP) is an approach where the public sector challenges industry to stimulate the development of innovative solutions tailored to its need.

To make the most of the PCP process, the consortium will focus on:

Drawn upon a breadth of cross-European expertise when developing the scope of the PCP.

Maximise dissemination of information regarding the Call at the end of Stage 0.

N

Create the opportunity for the greatest number of providers to respond to the call.

N

Maximise the promotion and uptake of the PCP process in both the buyers’ group regions and the observer regions.

N

Provide three varied field test sites, covering rural and remote areas with a diversity of health and care systems in Spain, Sweden, and Norway.

Process

Phase 0. R&D

During the first months of the project, CRANE partners will work in the specification and definition of needs. This preliminary actions will aim to start a technical dialogue with the industry. In CRANE this phase will include all the steps to prepare the first Call for Tenders: workshops, bilateral meeting between procurers and providers and  the OMC.

Process Phase 1-3. PCP execution

It involves different suppliers competing in parallel through different phases of development to find solutions to the published challenge. In CRANE, it will consist of a joint PCP procurement, and the implementation of a 3-phases competition where PCP contracts are assigned under the supervision of the buyers’ group. This will ensure execution of the R&D services by the providers according to the action plan and requirements defined in the preparation stage.

In CRANE the execution stage will start with the publication of the call for tenders, that will remain open for at least 60 days, followed by the evaluation, awarding and stand-still period

Process Phase 4. Public procurement of innovative solutions (PPI)

This stage aim to facilitate wide diffusion of innovative solutions on the market. It will start right after the end of CRANE to translate the results of the project to the market.

Competitive Development

During the PCP public procurers buy R&D from several suppliers that compete in parallel. The number of competing R&D providers is reduced after each evaluation phase. In this way, PCP open the route to the market for new players.

This allows to compare different solution approaches and identify the best value for money solutions that the market can deliver to address the PCP challenges.

The call for Tender is closed
