Open Market Consultation, Tender, and three funded phases
Pre-Commercial Procurement (PCP) is an approach where the public sector challenges industry to develop innovative solutions tailored to its needs. CRANE used it to address the comprehensive treatment of chronic diseases in rural areas, narrowing five feasibility studies down to two field-tested solutions.
Open Market Consultation (OMC) — closed
Before launching the Call for Tenders, CRANE consulted industry and stakeholders to make sure there was sufficient understanding of CRANE’s needs, that the approach was in scope of industry capacities, and that a critical mass of bidders existed to deliver high-quality results. A Prior Information Notice (PIN) was published in the TED Official EU Journal ahead of the process.

Four regional open workshops plus an international brokerage session, held to discuss the tender process, objectives and scope with industry, and to gather feedback on the state of the art.
The CRANE Call for Tenders
The CRANE Call for Tenders was published on 5 September 2022 and remained open until 7 November 2022, 23:59 CET. It invited suppliers to design and develop, in successive funded phases, an innovative solution for citizen-controlled health data and self-management.

Tender
On 5 September 2022 the CRANE Tender was published. It remained open until 7 November 2022, 23:59 CET, inviting suppliers to design and develop an innovative solution for citizen-controlled health data and self-management.
Phase 1 — Feasibility studies
21 proposals were received; 5 suppliers were selected on 23 January 2023, with up to €50,000 pre-allocated per project to design a feasibility study.

Phase 2 — Prototypes
The 3 suppliers selected from Phase 1 were decided on 6 July 2023, with up to €500,000 pre-allocated per project to build a working prototype. Phase 2 kicked off in September 2023.
